Invitation to the WISSA Annual General Meeting

Dear WISSA community, 

Each country is invited to appoint ONE official delegate to participate in the WISSA Annual General Meeting during the 2026 World Ice and Snow Sailing Championships in Västerås. If translation is needed, a second person may attend, but only one delegate has the right to speak and vote. The meeting will be held in English, and WISSA board members do not have voting rights.

The meeting is planned for the evening of 19 February.
If the competition schedule changes, the meeting will take place on Friday evening, 20 February

Agenda 

1. WISSA website and organizational updates 

  • New WISSA website launched; WISSA registered as a nonprofit in the USA. 
  • Scanning and digitizing old documents is done. 
  • Website updates coming: historical results, archives, and meeting minutes. 
  • A draft handbook for organizing WISSA events is in progress. 
  • The mailing list is voluntary; we should promote it more actively at events and on social media. 

2. Winter Windsurfing Rules (WWR) updates 

  • Updated rule wording prepared based on previous discussions. 
  • Clarifying age category definitions. 
  • Adding a rabbit start procedure to course racing. 
  • Defining marathon, GPS speed, and freestyle disciplines. 
  • Several small corrections and clarifications. 
  • Rules mailing group has had very little feedback — should inactive members be removed? 
  • Updates will take effect next season. 

3. Membership and financial structure 

  • Proposal to base WISSA membership on event participants, rather than a separate formal membership system. 
  • Introducing an annual WISSA membership fee included in event registration (approx. 3–5%). 
  • Questions to discuss:
    • Accounting in Europe or the USA? 
    • Should WISSA also be registered in Europe? 
    • Use of funds: website costs (~200 EUR/year), Hendricksson and Best Design awards, etc. 
  • Option to allow individuals to join WISSA via the website even if they cannot attend events. 

4. WISSA 2027 event location 

  • Proposals can be sent to wissa (at) wissa.org by 18 February
  • Due to political reasons, the USA and Russia are excluded as host countries. 

5. WISSA leadership and volunteer roles 

  • Although many express interest during meetings, the number of people who contribute consistently throughout the year is very small. 
  • All WISSA work is voluntary. 
  • Leadership and communication roles require long‑term commitment. 
  • Will has done excellent work with communication and daily Facebook updates.
    • We need to discuss whether someone is willing and able to take over this role. 
    • This is daily, unpaid work requiring continuous commitment. 
    • Additional social media presence would also be valuable. 

6. Open discussion 

  • Any additional questions, proposals, or topics raised by delegates. 

Please inform us who will represent your country (Finland, Sweden, Canada, USA, Estonia, Czech Republic, Italy, Lithuania, France, Poland) by sending the delegate’s name to wissa@wissa.org no later than 19 February at 12:00. If your country is missing from this list, please let us know as soon as possible.
